The police report confirms that Sean Monterrosa was on his knees, with his hands above his waist, when an officer shot him five times. In the official statement the officer claimed that he mistook a hammer, which Sean had in his pocket, to be a gun. The police defended the officer's action, saying that he reacted reasonably.
