Police stopped Richard Bailey after they received a call that Bailey had been part of a fight. During the arrest a police dog mauled Bailey's neck. The video of one of the policemen's body cameras shows that the policemen did not make any effort to stop the dog for 30 seconds. The dog punctured Bailey's trachea and cut his carotid artery. The policemen also injured Bailey's shoulder and broke his finger while he was handcuffed.
On 15 August 2020 the Greater Lafayette ACLU wrote a letter to protest the deployment of the K-9 officer whose dog almost killed Richard Bailey. The ACLU argues that "the three officers involved in this arrest should not be on the streets engaging with the community until this matter is resolved in the courts."
